Understanding the context
Recent geopolitical shifts and intensified privacy debates have underscored technology's strategic significance. US-based tech giants like Google, Microsoft, Amazon, and Meta dominate global markets, primarily due to extensive infrastructure, seamless integration, and user familiarity. But that dominance comes with risks: concerns about data sovereignty and compliance with European laws like the GDPR and the Data Governance Act are growing.
The EU is now taking serious action. With new digital regulations, it’s pushing both critical and non-critical sectors towards more independent, European-based solutions.
Recent cases that emphasise the urgency
A key turning point was the Schrems II ruling by the European Court of Justice (2020), which invalidated the EU-US Privacy Shield. As a result, organisations were forced to reassess their international data flows and tech dependencies. With the next case from Schrems in the making, the current EU-US Privacy Framework may come into question. This would make processing personal data using US technologies more restricted, challenging or even illegal. We saw effects of this before, where websites were ordered to stop using Google Analytics and municipalities being forced to stop using Google’s workspace.
Shifting attitudes towards US technology
Even if the current framework holds, trust is declining. Especially in Europe’s public sector, the pressure to switch to EU-based alternatives is mounting. In some cases, organisations are already being forced to act overnight.
Recent events also show that even close allies aren’t always reliable. The US Cloud Act and Section 702 enable mass surveillance of European users’ data, even when that data is stored within the EU. And in February 2025, Donald Trump issued an executive order demanding that Microsoft cut off access to the Office 365 mailbox of the International Criminal Court. That decision illustrates a broader truth: digital dependency can quickly turn into digital vulnerability.
Key opportunities of adopting EU-based technologies
European technology providers deliver tailored solutions explicitly designed for EU regulatory and business environments. Here are detailed advantages:
Improved privacy compliance:
- European tech solutions are built with GDPR in mind. They offer clear consent flows, robust data protection, and straightforward compliance audits. Because they’re designed around EU legal frameworks, they often give you more relevant controls than US tools do. That means less risk and better resilience to the fast-changing regulatory landscape.
Data sovereignty and legal clarity:
- European providers ensure data remains within the EU, protecting organisations from extraterritorial legal claims, such as those under the US CLOUD Act. Many EU vendors use local cloud service providers or even allow on-premise hosting. The result? Clear data sovereignty and legal clarity on your data protection.
Localised support and cultural alignment:
- EU technology providers naturally align with the operational, cultural, and regulatory nuances specific to European markets. Due to dealing with smaller organisations, one of the benefits is more personal and accessible support. With the rapid growth of EU-based solutions, there is an increase in opportunities for organisations to create, maintain and improve technologies.
Reduced friction to migrate:
- The Digital Markets Act and Digital Services Act are now in effect, though their enforcement will take time to fully develop. As a result, big tech players may be forced to open up features and integrations to others. That lowers the technical and operational barriers to switching. Additionally, EU laws like the Data (Governance) Act are pushing for better support and smoother migration paths.
Challenges to keep in mind:
Maturity of EU-based solutions:
- While rapidly developing, most EU-based solutions aren’t as mature or feature rich as their US counterparts. Although this may at times come with lower cost, having clear requirements before switching is necessary to ensure the switch covers your organisation’s needs.
Hybrid solutions phase:
- Most organisations still rely heavily on US tech. Moving away completely isn’t always realistic in the short term. A phased approach works best: start with high-risk or high-value areas and expand from there.
Limited information, expertise and (public) resources:
- Due to the market dominance, the amount of public support and information resources are likely to be significantly higher for US-based solutions. This may mean you depend more on experts in the short-term to support you in evaluating, deploying and educating your team how to leverage EU solutions optimally.

Practical steps towards achieving digital independence:
Strategically transitioning to European alternatives doesn’t happen overnight. It requires a clear plan and a phased approach that makes sense for your organisation. Here’s how to get started:
- Assess where you stand
- Start with a clear audit of your current tech stack. Identify dependencies on US solutions, compliance vulnerabilities, and data flow risks.
- Develop a strategic migration plan
- Set clear priorities by developing a step-by-step plan with achievable milestones. Focus first on critical applications, compliance-sensitive operations, and user-facing systems.
- Start hybrid, scale up
- Begin with controlled pilots to evaluate functionality, integration potential, user acceptance, and overall performance. For example, replace your current analytics tool with an EU-based solution, or move your data warehouse on-premise.
- Scale up with the right support
- Once your pilots work, roll out broader adoption in phases. Make sure your team is trained, has access to the right support, and can give feedback along the way. Keep monitoring performance and compliance to make sure your switch is smooth and sustainable.
Key questions to assess your readiness:
- Are you relying heavily on US-based tech to keep daily operations running? What would happen if access was suddenly restricted or systems become compromised?
- Does your organisation provide services that are critical to society such as healthcare, utilities, financial institutions, (tele)communications providers or government functions?
- Is data sovereignty, compliance certainty, and regulatory alignment strategically important to your stakeholders?
- Does your organisation require solutions explicitly designed around EU legal frameworks rather than retrofitted compliance?

Securing historical data of Universal Analytics using the Google Reporting API

Future-proof migration to GA4
From 1 July 2024, it will no longer be possible to process data in Universal Analytics 360 (hereinafter: UA360). Wehkamp collected data in UA360 and was keen to be prepared in time for the migration. In addition, they wanted to collect at least 1 year of historical data for UA360's sunset. This allowed Wehkamp to compare the data in UA360 and in GA4. A key desire was to migrate the measurements as-is.

Dedimo is a collaboration of five mental healthcare initiatives. In order to continuously enhance the quality of their care, they organize internal processes more efficiently. How do I set up Google Tag Manager?
A tag management system such as Google Tag Manager (GTM) enables you to measure visitor behaviour on your website. On the one hand, large amounts of available data are wonderful: after all, you can learn a lot from it. In practice, however, many organisations collect much more data than necessary. The proven added value for Fietsvoordeelshop
Fietsvoordeelshop has seven physical stores and a webshop. It is one of the most successful bike shops at the moment. In the field of data, the bicycle shop mainly worked with Excel. This means that a lot was done manually, every week. Due to the growth of the organisation and the increasing number of processes, the Excel file became increasingly large and unclear. Fietsvoordeelshop asked us to demonstrate with a data pressure cooker of five days that data-driven work could be of added value.

From 'ethical data to doing' is easier said than done. Some of the ethical considerations in the field of working with data are laid down in the Privacy Act (GDPR). Depending on the context, there are many more questions to ask ourselves. If something is legal, this does not automatically mean that it is also ethically responsible.
A structured, scalable tag plan for Mijn Vattenfall
Nuon became Vattenfall in October 2019. The rebranding was a good reason to optimise Analytics. There was a renewed focus on applying insights from user data in the Mijn Vattenfall environment. The data collected for this was not always reliable. In addition, there was insufficient knowledge and capacity within the department to maintain the Analytics. The energy supplier asked for our help to support them in re-establishing the tagging and analytics of Mijn Vattenfall.
Analysis of ratings and reviews of the Philips Hue app
The Internet of Things (IoT) system from Philips Hue, part of lighting manufacturer Signify, includes a mobile app. This allows end users to control their smart-home lamps both locally and remotely. They rate their experiences with the mobile app and the rest of the IoT system via Google Play or the App Store. Due to the large number of ratings and reviews, it is time-consuming to analyse them manually and recognise recurring themes.

Within KPN, one team is responsible for the implementation of Adobe Analytics, the Digital Performance team. Due to the working method that had developed before the formation of this team, the specialists did not work together optimally.

Streamlining web development using a tag management plan
To have a good overview of the results of multiple websites at the same time, you need a clear structure as a basis. RNW Media has several project websites, some of which are available in different languages. Our own web development team is responsible for the build and maintenance of this. They set to work with a building block model for building new websites. We were asked to provide a structural solution for measuring all websites.

Vodafone started a 3-month 'digital boost' project with the aim of improving the conversion of the online shop. The project team consisted of external digital professionals, each with their own specialism. As part of this project, we set up an A/B test environment with the aim of improving the user experience and thus increasing conversion.
